In order for the whole project to succeed, selection of the candidates will have to be very strict. This is where the Spiritual Care workers will be of cardinal importance. We will have to rely heavily on their discernment and experience to select only those inmates who have a record of longstanding involvement in the Christian community within the prison.
The inmate's prison record will also be a contributing factor. They will then refer such a person to a Sanctuary Selection Committee, who will, after interviewing him, have the final say whether or not such a person is acceptable or not. Once he is accepted, the authorities will be approached in order to secure his release into the care of the Sanctuary Programs.
The condition of his release will be that, should he want to quit the program, he will automatically have to go back to prison, from where he will have to again, start the process of being paroled. This is to discourage prisoners from using The Sanctuary as a means of procuring a parole with his own agenda in mind.
